The rain and chain might be explained

Are you saving the date for the grand opening of the Oak Point Nature Center and Parks Department Headquarters? October the eighth, 6:00-7:30 p.m. is the projected date. I've been snooping around the building and wondering about its water-catching design.

Watching the construction of the new Nature Center helps bring the fond images back. Walking at Oak Point was a stress relief strategy while I was managing the care and feeding of my elderly father. It's still difficult to get beyond the images of that angry, frail, fading, falling father to find the good memories of my beloved Dad. I loved visiting construction sites with Dad as a kid.

What's the concept behind the building's rain chains and galvanized tanks for rain water collection? There are at least three of the tanks around the building, two flanking the main entrance, and one on the end of the office wing.

Update: There is an underground cistern.
